If you set Number of teams only → people are split as evenly as possible among those teams.
If you set People per team only → it creates as many teams as needed (ceil(total/teamSize)).
If you set both → we prioritize the number of teams and distribute evenly. If the average exceeds your team size, we'll exceed it to fit everyone and show a notice.
